Need to change the price on billing address

Actually I am using your plugin it's working fine but I really don't know sometime there are some countries where users place order and currency does not work may be they are using the some proxy IP or some other thing.
When I check the currency according to the zone that seems fine but sometime I receive order in other currency so I want show convert currecy by billing address as well.
lets' suppose I have set the EURO currency for the United Arab and sometime it works fines but some users place order in dollar so how can i get rid of this. I was thinking to get rid of this problem.
I want convert price from the checkout billing address as well so please let me know how can we do it.
can we do in this plugin?

Question for synhronizing: do you mean scenario when user by GEO IP rules has country 'United Arab' and on billing selected the same or another country - drop-down of billing country has prioritet super of geo ip rules?
