Side Switcher Placement

How do you move the side switcher so it loads less into the window when the window first loads? I'm finding the side switcher obscures too much information, especially on small mobile devices.
What I'm looking for is to have just the flag shown in the circle and on the hover affect the full description show (and if possible this setting on mobile devices and keep the current load for desktop).
Current Settings:
Skin: Roll blocks, 10 .px
Side: Right
Top margin: 200px
Basic field(s): __FLAG__
Hover field(s): __SIGN__ Show __DESCR__
