Hello again,
I have my products rounding to 0.95cent however my shipping rates when converted to local currency are still producing odd numbers such as $3.72
Is the a way to have the shipping prices also rounding up to 0.95?

Try to use the hook - woocommerce_package_rates
An example:
add_filter('woocommerce_package_rates', function($rates, $package){
foreach ($rates as $rate) {
// round $rate->cost
}
return $rates;
}, 9999, 2);
