Delivery do not override GeoIP rule

We added the custom code from here.
We see no change of currency when the country of delivery is entered. Our GeoIP rules say:
US => $
Europe => €
But when we want to deliver the product in the US while being in Europe, it only shows the price in € and not in $ as it should be. We tested other examples using VPN and it always only shows the currency set for the country our IP is in and never for the delivery country we chose.
What do we need to do to make it work? is that a setting we missed?

It's not working if the user/client chooses to use the same billing & shipping address. How to make it work ?
