Currency keeps reverting back to store currency when surfing

Hi, the store currency is USD and the welcome currency is USD, I added EUR currency to the store. but now when I try to change to euro and surf between pages. it keep changing back to USD every time. Why is it doing that?
It seems like I have to change the currency in every page I visit, it doesn't change everything together

I change the currency on home page, then go to shop page, Solid Scarves page, enter any product.
Currency keeps changing.
If I change the currency on one of the product page it is saved for that page only. I go back to product page it is back to USD
