Change order Currency in Admin not working as expected

Hi,

I am manually adding an order in Woocommerce. The base currency on the site is USD, I add the product to the order. I want to change the currency of the order to EUR. I save and use the Change Order Currency button to Eur. It does thus but does not convert to the correct rate. It keeps the USD rate and only changes the currency symbol. This is not make sense? If you have an option to change the currency I expect it will calculate the correct rate? Am I missing a step on this?

Change currency it means change currency - it has nothing to do with the amount of the order ( https://c2n.me/44mAcsM.png )

It converts the order into the base currency - https://c2n.me/44mAmD6.png
