When we want to add multiple cross-sells or up-sells for 2 or more products at once, only for the first product all the cross-sells or up-sells are added. For the other products only the first cross-sell or up-sell is added.

Try  in  file - wp-content\plugins\woocommerce-bulk-editor\classes\models\products.php add  code ( https://c2n.me/4arRMPm.png ) - $value = str_replace("&","&", $value);

and  do a test
