When exporting to a csv is it possible to export the column titles use what I set in the Settings tab? So rather than something like"Meta: wpcf-property-id" it could be"Property ID"

I'm not sure I understood you correctly.

The plugin only has the ability to export settings. The plugin cannot affect other exports

 

When I export my data to a csv file, the column headings for the custom fields are like"Meta: wpcf-number-of-bathrooms". In the Settings tab I can customize these cutom field names, but when I export it to the csv file it does not use those customized names for the column headings.

Sorry my fault.

The fact is that this export is made for exporting posts, not for exporting plugin settings. Only the key-value pair is stored on the post side, unfortunately the meta field name is not stored on the post side. For this reason, there is no meta field name in the export file
