Unable to custom sort child categories

I have added a custom order to some child/under categories with drag and dropping on the category page, but they still appear in alphabetical order no matter what option I select. Another category follows the custom order, so I'm not quite sure what I'm doing wrong :/

I also tried this plugin -> https://wordpress.org/plugins/custom-taxonomy-order-ne/ but it didn't change anything unfortunately. I've also tried purging cookies and catche.

I just re-checked - should work fine, I have an idea maybe site cache also should be cleared.
Lets do experiment: if the site alive, create site clone by https://wordpress.org/plugins/duplicator and there leave disabled only WOOF and WooCommerce to see that the issue is still persist or gone. If still troubles on the secret area please provide wp-admin and ftp access ...
