Trying to get the dropdown (categories) to always show

When I am inside a specific category, the husky product category filter hides, is there a way to make it permanent across the site completely? Also is there a way to organize the items inside the dropdown manually?
I saw someone else had a similar inquiry on the forum but the solution wasn't quite clear. Our website is currently in maintenance mode and cannot be made public yet so admin access will have to be given.

On the category(taxonomy) page, the filter shows only child categories(taxonomies)
This is a very logical behavior. On the category page, you can show ONLY products that belong to the category OR child category. It makes sense to show only child categories( of the current category ), because clicking on any other category will always give zero products )
