I want to show child categories as open by default but with the button to close them.
I know to use"Hide childs in checkboxes and radio" to display the toggle, but how do I have have them all open by default.

Unfortunately, the plugin does not have such a feature.
You need customization of the code.
Try in file - wp-content\plugins\woocommerce-products-filter\js\front.js - delete this code - https://c2n.me/46ZobPp.png
and add - https://c2n.me/46ZojRy.png
return false;
