How can I submit a private (non-public) ticket?

Please delete the old version and install new version of the plugin. All settings will be saved.

Okay, but the issue is still the same, it still shows"install" in envato market (rather than activate/deactivate) even though it's already installed/activated/and up to date.

You can update the plugin in two ways:

  1. Manually: remove the old version and install the new version of the plugin
