Hierarchy Dropdown not working

In the options tab I have put autosubmit to no, The filter is only using 3 dropdowns as hierarchy style. https://ibb.co/jfStzgj. But I am only able to select Make, as the other dropdowns are being disabled. How do I fix this
just to add more context, the filter as shared in image is being used with the shortcode
