When I land on my main shop page, I get all three drop downs for product categories, brand and color. However, when I land on a product category page, the categories drop down disappears. Is this because I'm on a Product Category page? Because we want customers to be able to go from one category to another using the drop down.

Is this because I'm on a Product Category page? - Yes! On the category(taxonomy) page, the filter shows only child categories(taxonomies). This is a very logical behavior. On the category page, you can show ONLY products that belong to the category OR child category. It makes sense to show only child categories( of the current category ), because clicking on any other category will always give zero products )

Because we want customers to be able to go from one category to another using the drop down.  - In this case you need a menu instead of a filter
