Using Bulk Editor, I created new variations based on the attributes. When the process completed, the products had 2 of every attribute. For example: Attribute = Paper size, Variations = 8x10, 11x14x 16x20. Now every product has Paper Size twice with each variation twice.

(A) how can the duplicates be deleted?
(B) how can I prevent duplicates from occurring the next time?

Hello

What plugin version number are you using?

The plugin does not create duplicates, perhaps you used other attributes?

Bear Bulk Editor / Advanced Bulk Editor Operations / select 4 attributes / select all for each attribute / Generate possible combinations / 18 possible combinations / Start Bulk Adding
This process creates 2 of every attribution resulting in 36 attribute combinations

What plugin version number are you using?

I think this behavior is possible if you have code customization or a conflict with a third-party plugin.

We are running this on a test server with no other plugins. WooCommerce and BEAR are the only 2 plugins

BEAR - WooCommerce Bulk Editor Professional v.1.1.4.5

Access isn't possible because it is on a localhost server for testing right now. Is there anything I can check?
