If the fields for GeoIP rules in the settings are empty, then this is disabled

in our case, we need the GeoIP rules to be present but the geolocation-based currency to be disabled. We are only displaying the GeoIP-based currency recommendations and not automatically redirecting them based on the GeoIP rules.
