Deep-linking to filtered results

When I select a category of product from the main shop page I'll get a filter result, with the filtered terms above the results with the x as expected. I also get a refreshed URL:
https://site.com/shop/?swoof=1&product_cat=cats
If I try to use this URL to get to the pre-filtered results (all results filtered), I instead end up on the product category archive page, with the filter applied.
The difference is on the product archive page that has the filter applied, if I reset the filter, or remove the filter option (click the x next to the term) I back-out to the product archive page, not the whole shop.
How can I link to the whole shop with category filter applied, rather than the category page with the category filter applied?
I want users to easily find navigate the whole shop even when they enter the shop in a particular category.
