Child filter behavior is odd

Selecting the top-level category behaves as expected...

Then selecting a child under that category behaves strangely. The user is expecting that only the Washers under 100lbs will be shown, but the actual result is that all Washers are shown.

I understand, intellectually, why this is happening, but the behavior is not intuitive for our users. Is there a way that this can be changed?

When I make the change suggested, all of the other categories seem to vanish when the first option is selected.  Can the filter options remain open even with this AND in place?
