Using CSS, I've been able to successfully hide the"Clear all" button and adjacent filter terms. However, can this be done with hooks instead? If so how? I've reviewed the hooks in the docs and don't see anything.

If I understood you right, yes, in tab Options of the plugin settings set 'Yes' to 'Hide woof top panel buttons' and click save button
