added php_value max_input_vars 30000 to htacess -- same saving setting issue

Issue: Settings tend not to save. Specifically, there are a couple issues I cannot figure out.
- Under settings, I cannot set"Show Count" to"No" while setting"Hide Empty Terms" to"Yes." I can only do one or the other.
- When creating a smart design, I cannot create a custom name, nor edit an existing one. Please see the screenshot.
I have read through some support threads and the recommendation was to add"php_value max_input_vars 30000" to the access file. My previous host, KINSTA, even on their business plan would not do this. I have a clean staging site at Rocket.net and was experiencing the same issue. Thinking it was an issue with the php_value max" I asked them to add that line, which they did. Same issue.
Fixed the issue. Save issue seems to solve when I set 'Disable swoof influence" to"YES"
