How can I display all categories? - No!  On the category page, the filter shows only child categories.  This is a very logical behavior. On the category page, you can show ONLY products that belong to the category OR child category. It makes sense to show only child categories( of the current category ), because clicking on any other category will always give zero products   )

 is it possible to add a title for that? - Unfortunately no

But if you are on the category page, in order to remove the current category you need to go to another page. Therefore, there are restrictions for filtering on the category page. It is not possible to display products from other categories (except child categories) on the category page

If you could try both ways then hopefully you'll see the different in the left-hand sidebar.  I can send screenshots of what I mean if you let me know the best way to send it to you.
